Voice outputs are not available for some languages by default.
For more information on which languages in particular do not have voice outs, please see the following page

If the above Languages List shows that the language select SHOULD have voice output but you are still not getting any voice output,
please try running software update and also check to make sure that the volume is not set to "minimum".
